(Data supplied by Arctic Cooling)

As these facts alone do not explain the group of solutions applied here, we've decided to analyze them one by one.
At first sight, the most evident feature is the lack of lateral frame. The reason for this is not only aesthetic but practical, since inside the duct where the air flows, and especially in the air intake, turbulence is produced which can be translated into noise that may be justified or even insignificant when compared with all the noises in a regular fan (but this is not a regular fan). It's enough to cover the sides to notice the difference the absence of lateral frame represents.

Furthermore, it's worth mentioning the special attention that was put in the design of the fan blades, which have been optimized to achieve a higher airflow and static pressure, while reducing the noise level.

Another significant feature is the fan support.

As it is clearly shown in the pictures, the fan and the support are not a single piece but two pieces joined by bi-axle rubber elements, with the mission of absorbing the vibrations of the running fan and, therefore, avoiding them to transfer to the rest of the PC.
A vitrating fan, fastened tightly to the case will transmit the vibration as if the two components were a single piece. In these conditions, it's quite common for an element in the PC to resonate with the vibration, causing those typical and annoying noises we all know well.

According to Arctic Cooling, the Arctic Fan 9 is manufactured with plastic reinforced fiberglass to avoid the so characteristic humming noise that high frequency vibrations generate in a fan.
